CENOMAR stands for Certificate of No Marriage Record. It’s a document issued by the Philippine Statistics Authority (PSA) certifying that a person has not contracted any marriage—or that the individual’s name does not appear in the PSA’s National Marriage Record database.

It is often needed for:

  • Marriage license applications

  • Fiancé visa

  • Church weddings

  • Proof of singleness in legal matters (inheritance, property transfers, etc.)

  • Annulment or correction of civil status

A Cenomar can only be requested by:

  • The person named in the document

  • Fiancé

  • Parent / legal guardian

  • Authorized Representative

Certificate of No Marriage (CENOMAR)

  1. Personal or Walk-in Application at PSA Office / CRS Outlet (Steps)

    Step 1. Choose your preferred CRS Outlet (see list of outlets)

    Step 2. Schedule an appointment thru the PSA Online Appointment

    System, Make sure you have an active mobile number to

    receive and OTP and an e-mail account you can access.

Step 3. Go to your CRS outlet of choice on the scheduled date of

appointment (try to arrive earlier than the scheduled time).

Make sure to bring your valid IDs, Authorization Letter or

Special Power of Attorney, Affidavits, if necessary, or your

filled up application form.

IDs Accepted: PhilSys (National ID), Driver’s License, UMID, SSS ID, GSIS

ID, PRC ID, Postal ID, Voter's ID, Senior CitizensID, Barangay ID with photo

and signature, School ID (for students)

Step 4. Fill Out the Application Form available at the PSA CRS

outlet or you may download it here.

Step 5. Pay the P155.00 fee.

Step 6. Wait for your release schedule or claim your certificate on

the same day (Processing time varies; depends upon the

outlet’s policy)

  1. PSA Serbilis (Steps)

    Step 1. Visit the PSA Serbilis website here.

    Step 2. Fill Out the Online Application Form (Provide accurate

    details as reflected on your marriage certificate).

Step 3. Once you finish your online application, a Reference

Number will be generated. Make sure to keep a copy of this

number, as you’ll need to provide it when making your

payment for the requested documents.

Step 4. Wait for an e-mail informing you that PSA is ready to accept

payment.

Step 5. Pay through any of the following modes:

Offline payment channels:

Bayad Center: Bayad Center, Bayad Partners, Bayad Online, Bayad app

(Biller: PSA Serbilis)

ECPay Outlets and Collection Partners: 7/11, Tambunting Pawnshop, LCC,

Gaisano Grand Malls, Other ECPay Partner Outlets

Partner Banks: BDO and UnionBank (includes online services)

Online payment channels:

Credit Card, Debit Card, Prepaid Card, or e-wallet

Step 6. Wait for an e-mail from PSA confirming receipt of payment.

After payment is made, requests cancellation and refund will not be allowed.

Step 7. Wait for another e-mail informing you that your order has

been released.

Step 8. Wait for Delivery. PSA will notify you through call or text as

soon as your order is ready for dispatch and delivery. Be

ready to present the ID used in your online application.

💡 The delivery personnel will not release your ordered marriage certificate if you are not the one receiving it personally. However, you may authorize someone else to receive it on your behalf, provided that you listed their name during your online application and they present both a letter of authorization and a copy of your valid ID.

  1. PSA Helpline (Steps)

    Step 1. Prepare the following details:

    a. Your name, sex, birthday, and valid ID;

    b. Husband’s name on the certificate;

    c. Wife’s name on the certificate;

    d. Date of marriage;

    e. Place of marriage;

    f. Purpose of the request; and

    g. Delivery address and contact information

    Step 2. Visit the PSA Helpline website here.

    Step 3. Complete the online application form.

To ensure correct delivery, make sure your address is complete and correct, including ZIP code and landmarks.

Step 4. Review and check all the information in the application form.

If correct, hit the “Confirm and Proceed” button.

Step 5. Save the Reference Number after confirmation.

Step 6. Pay ₱365 per copy (includes delivery fee) in any of the

following payment channels: Credit/Debit Card, GCash,

Maya, Bayad Center, 7-Eleven, Palawan Express, BancNet,

BPI, BDO, Metrobank, and LandBank.

Make sure you have with you your Reference Number before paying.

Step 7. PSA will send out three separate notification e-mails:

(1) confirming receipt of payment;

(2) informing that the request is being processed; and

(3) notice that your marriage certificate has been released for delivery

Step 8. Wait for Delivery. PSA will notify you through call or text as

soon as your order is ready for dispatch and delivery. Be

ready to present the ID used in your online application.

Step 9. You must receive your marriage certificate personally. If you can’t, you may authorize someone to receive it only if:

(a) You listed them during your online application

(b) They have a letter of authorization and a photocopy of your valid ID

  1. Selected SM Malls with SM Business Centers (Steps)

    Step 1. Check which malls have SM Business Centers here.

    Step 2. Inside the mall, ask the concierge/security for directions to

    "Business Services" or "Customer Service Center."

    Step 3. Get and fill out the PSA application form.

Step 4. Submit your accomplished form and present your valid ID. If you’re requesting for someone else, bring a letter of authorization with xerox of the document owner’s valid ID.

Step 5. Pay the P180 processing fee. You will be issued an official receipt and a claim stub.

Your marriage certificate will not be released on the same day. Do not lose your claim stub. Your claim stub will contain a tracking number and estimated date of delivery or pick-up.

Step 6. Wait for Delivery of Pick-Up. The processing time is around 5

to 7 working days. Make sure you have with you your claim stub and ID when you receive or pick up your marriage certificate.

Common Issues in Applying for a Copy of Your Marriage Certificate

a. What if I just need a digital copy of my marriage certificate?

You may request a digital copy here.

b. Why does the PSA say “No Record Found” even if my marriage was recorded?

This often means your local civil registry may not have

endorsed your records to the PSA. It is common for recently registered marriages (within the last 3 to 6 months), late registration or filing errors.

Solution: Go to the LCR where the marriage was registered and request electronic endorsement to PSA.

c. I already have a marriage certificate from the municipal office. Why do I still need a PSA copy?

The City or Municipal Hall copy (LCR copy) is the original, but the PSA copy is what most government agencies require for legal, travel, and official use. It is printed on security paper (SECPA) and comes from the PSA’s central civil registry.

d. Can I still request a marriage certificate even if the marriage was annulled or declared void?

Yes, the marriage certificate will still exist in PSA records. However:

a. It will be annotated to show that the marriage was annulled or declared void.

b. The annotation will state the case number, court decision, and date of nullity/annulment.

The certificate is not deleted or canceled, because it is still a matter of public record—it simply reflects the legal status change.

e. What is an “annotated marriage certificate”?

It’s a regular PSA-issued marriage certificate with extra text printed at the bottom or side, indicating:

a. That the marriage has been annulled or voided;

b. Legal case details and court decision;

c. Any subsequent changes (e.g., remarriage, correction, etc.)

f. What if there’s a wrong name, date, or detail on the certificate?

All corrections must be made through the Local Civil Registrar where the marriage was recorded. PSA cannot correct errors directly. Depending on the mistake, you may need to:

a. File under RA 9048 (clerical error)

b. File a court petition (major details i.e. wrong spouse name)

g. Why is my marriage certificate taking so long to arrive?

Processing usually takes 3–7 working days, but delays can occur due to courier backlogs, wrong/incomplete address, or peak application seasons.

h. My online payment pushed through but I didn't get confirmation. What do I do?

i. My address is correct but the delivery failed. Why?

The common causes for failed delivery are:

a. Missing ZIP code or unclear landmarks;

b.No one home to receive; or

c. Courier failed to locate the address.

j. Can foreigners married in the Philippines request a marriage certificate?

Yes. Any marriage registered in the Philippines (civil or church) can be requested from PSA—whether by a Filipino, foreigner, or dual citizen. They must still follow the same process and provide valid ID or authorization if requesting on behalf of someone else.
